The logic is to have more diversity in the type of players that can play it. By having extremely easy difficulty everyone can "experience" the raid, while having a hard difficulty can also offer a challenge to skilled players. And then in between. I do think 4 is a bit too much, and I did like BC with only one difficulty, but I also really enjoyed mythic in WoD.
